[surro-linux] Base image changes

Hello all,

I was curious in Foster-B, why the move from fedora base image to debian?
https://github.com/SILO-GROUP/Foster-B/blob/23fb035db2c24acbea182ba2aee121e5ae3e6ee9/workspace/Dockerfile#L2
Instead of:
https://source.silogroup.org/Cycle0/Foster/-/blob/master/workspace/Dockerfile#L3

Only curious if there was some limitation that was being faced or something along these lines.
