[surro-linux] Base image changes

I believe it had something to do with the toolchain patching that's
done on Fedora.  There is also some avoidable politics as Fedora is
getting a little strange these days and we want to keep the politics
out of the project as much as we can.  

I have no strong preference on the original build system since as soon
as we have a generated container we will replace it with that and never
look back -- so once we're bootable and stable to a certain point it'll
use SURRO as its build system to build SURRO with Foster.
